What is the procedure of export of an object abroad from Russia, for example to Germany, an object which I bought at the auction online?

For a long time the rules of the export of cultural valuables including antiquities abroad the Russian Federation (RF) was a quite complicated system.

Nowadays the general order of the export of cultural values through the customs boundary RF is regulated by law RF from 15.04.1993 N 4804-1 about export and import of cultural values. First of all we should define what «cultural valuable» is. By cultural values are understood the movable objects of material peace having artistic or historical-cultural significance.

The objects of «cultural values» are (the Order of the Ministry of Culture of RF from August 7, 2001, N 844):
1. Cultural values included in the composition of the museum, archive and library funds RF (with exception of the copies, photographed from the documents which are stored in the Federal and Public Archives).
2. Objects and the collections which have historical, scientific, artistic or other cultural significance, connected with the major events in the life of peoples, by the development of society and state, with the history of science and technology: the memorial objects, which relate to the life of the outstanding political, statesmen, national heroes, the workers of science, literature and art objects and collections of outfit and equipment of production, military and other designation created more than 50 years ago.
3. The objects of technology, instruments, apparatus, equipment of scientific, production, everyday and military usage and/or their component parts, created more than 50 years ago.
4. Objects and their fragments, obtained as a result of the archaelogical excavations.
5. Artistic values (with exception of objects made less than 50 years ago) and also authorґs designer projects, installation, artistic compositions and the installations, the objects of the sending of the religious cults of different confessions, the objects of the applied art and the artistically designed weapon.
6. Component parts and the fragments of architectural, historical monuments and monuments of the monumental art.
7. The printed publications created more than 50 years ago.
8. The manuscripts, documentary monuments, archives, including phono-, photo- and film archives created more than 50 years ago.
9. Unique and rare musical instruments including the artistґs people instruments created more than 50 years ago (with exception of the musical instruments of the factory production including of people instruments created more than 50 years ago.
10. The signs of the post payment (post stamps and blocks), stamped post cards and envelopes, the tax and analogous stamps created more than 50 years ago.
11. Coins, checks, bank notes and securities created more than 50 years ago.
12. Ancient orders and medals (with exception of the personal rewards, for the carrying of which are order books or reward certifications, exported by most by that rewarded or its heirs, and also marks), and also commemorative and reward signs, table medals and presses created more than 50 years ago
13. Rare models and the collection of flora and fauna, the objects, which are of interest for such fields of science as anatomy, paleonthology and mineralogy.

The following objects are forbidden for the export from the Russian Federation:
1. The movable objects, which represent historical, artistic, scientific or other cultural value and in reference to the especially valuable objects of the cultural heritage of the peoples RF independent of the time of their creation
2. the movable objects, independent of the time of their creation, guarded by state and introduced into the guarding lists and the lists.
3. the cultural values which are constantly stored in the state and municipal museums, archives, libraries, other state depositories of the cultural values.
4. the cultural values created more than 100 years ago - the antiquary.
In accordance with the international agreements and the legislation RF the cultural values illegally exported from its territory and illegally imported to its territory are subject to return.

The cultural values imported by the physical persons are subject to the required written declaration (declaration [TD]-6).

Additionally they are applied to [TD]-6 to the imported cultural values:
1. Two complete sets of the photographs of the imported cultural values.
2. Two copies of lists with the description of the imported cultural values, comprised in the arbitrary form by owner or by authorized by it face, in which must be indicated authorship, the name of work, place and the time of creation, materials and the technology of performance, sizes (weight), state of safety, insurance estimation and period of the reverse of the removal of cultural values.

In the absence photographs in the lists by owner or by authorized by it face is given a maximally detailed description of the temporarily imported cultural values.
